For Zou Bin, 29, the journey from a remote village to the Great Hall of the People in Beijing, the prestigious venue for annual sessions of China's top legislature, has been one of perseverance and dedication.

對(duì)于29歲的鄒彬來(lái)說(shuō),，從偏遠(yuǎn)鄉(xiāng)村走到北京的人民大會(huì)堂——這個(gè)中國(guó)最高國(guó)家權(quán)力機(jī)關(guān)每年舉行會(huì)議的莊嚴(yán)場(chǎng)所,，一路走來(lái)靠的是堅(jiān)持不懈和敬業(yè)奉獻(xiàn)。

Ahead of the third session of the 14th National People's Congress (NPC), Zou, a construction quality director by trade and NPC deputy by passion, visited an airport construction site in central China's Hunan Province to listen to the concerns of migrant workers.

在第十四屆全國(guó)人民代表大會(huì)第三次會(huì)議召開(kāi)前夕,，身為建筑質(zhì)量總監(jiān)的全國(guó)人大代表鄒彬滿懷履職激情,，前往中國(guó)中部湖南省的一個(gè)機(jī)場(chǎng)建設(shè)工地，傾聽(tīng)農(nóng)民工的訴求,。

Since becoming a lawmaker seven years ago, Zou has spent three days every month at construction sites, talking with workers and recording their appeals, and submitted more than 10 suggestions, mostly focused on migrant workers' rights.

自七年前成為一名人大代表以來(lái),，鄒彬每個(gè)月都會(huì)在建筑工地花上三天時(shí)間，與工人們交流并記錄他們的訴求,。如今,，他已向大會(huì)提交了十多條建議，大多聚焦于農(nóng)民工權(quán)益話題,。

FROM BRICKLAYER TO CRAFTSMAN

從“砌墻工”到“大國(guó)工匠”

Raised in an impoverished mountainous village in central China's Hunan Province, Zou started to learn bricklaying in 2011 at construction sites in the provincial capital Changsha, following his father's footsteps to become a migrant worker.

鄒彬自幼在湖南省的一個(gè)貧困山村中長(zhǎng)大,。2011年，他追隨父親的腳步,，來(lái)到省會(huì)長(zhǎng)沙的建筑工地學(xué)習(xí)砌磚,，成為了一名農(nóng)民工。

Unlike others who work for speed, he pursued perfection, often redoing walls to meet his own high standards.

與其他追求速度的人不同,，他追求完美,，常常為了達(dá)到自己的標(biāo)準(zhǔn)而推倒重砌。

His dedication led him to professional excellence. In 2015, he competed in the WorldSkills Competition in Brazil, winning the Medallion for Excellence in bricklaying and making history for China in this field.

他的付出讓他在專(zhuān)業(yè)領(lǐng)域脫穎而出,。2015年,，他參加了在巴西舉辦的世界技能大賽，獲得了砌筑項(xiàng)目的優(yōu)勝獎(jiǎng),，實(shí)現(xiàn)了中國(guó)在這一獎(jiǎng)項(xiàng)上的突破,。

Soon afterward, Zou was hired as a project inspector of the Fortune 500 firm China State Construction Engineering Corporation, leading teams and mentoring fellow bricklayers.

不久之后，鄒彬受雇于世界500強(qiáng)企業(yè)中國(guó)建筑集團(tuán)有限公司,，擔(dān)任項(xiàng)目質(zhì)量管理員,，帶領(lǐng)團(tuán)隊(duì)并指導(dǎo)其他砌磚工人。

Brick by brick, Zou paved his way not only to a true craftsman among construction workers, but also to a grassroots NPC deputy.

靠著一磚一瓦，鄒彬不僅成長(zhǎng)為建筑工人中一名真正的工匠,，還成為了全國(guó)人大代表,。

VOICE THAT MAKES DIFFERENCE

履職建言 擲地有聲

In 2018, Zou was elected an NPC deputy, the youngest in the Hunan delegation. The then 23-year-old has since been committed to speaking out for migrant workers, a nearly 300-million-strong group in China.

2018年，鄒彬當(dāng)選為全國(guó)人大代表,，是湖南代表團(tuán)中最年輕的一員,。從那時(shí)起，這位時(shí)值23歲的年輕人就致力于為中國(guó)近3億的農(nóng)民工群體發(fā)聲,。

"I was a little excited at first, but then the weight of responsibility made it hard for me to sleep," Zou said. "I cherish the opportunity to be a voice for people like me."

“剛開(kāi)始是有點(diǎn)小激動(dòng)，但隨后責(zé)任感壓得我難以入眠,。我很珍惜這個(gè)為像我這樣的人發(fā)聲的機(jī)會(huì),。”鄒彬說(shuō)道,。

Zou's first proposal to China's legislative session called for better technical education and labor protections for construction workers, a cause that has since become his focus as an NPC deputy.

鄒彬向大會(huì)提交的第一份建議就是呼吁為建筑工人提供更好的職業(yè)技術(shù)教育和勞動(dòng)權(quán)益保護(hù),。自那以后，這一話題就成了他作為人大代表關(guān)注的重點(diǎn),。

His efforts paid off. Authorities responded quickly, rolling out large-scale vocational training programs since that year and putting in place the country's first ever regulation on timely wage payments in 2019.

功夫不負(fù)有心人,。相關(guān)部門(mén)迅速作出回應(yīng)，自那年起開(kāi)展了大規(guī)模的職業(yè)培訓(xùn)項(xiàng)目,，并在2019年出臺(tái)了中國(guó)首部保障農(nóng)民工工資支付權(quán)益的法規(guī),。

In just one year after the regulation took effect, authorities helped 643,000 migrant workers recover about 6.4 billion yuan (about 893 million U.S. dollars) in overdue salaries and other compensation.

在該法規(guī)生效后的短短一年時(shí)間里，相關(guān)部門(mén)幫助64.3萬(wàn)名農(nóng)民工追回了約64億元人民幣（約合8.93億美元）的拖欠工資及其他賠償款,。

TRANSFORMATION OF MIGRANT WORKERS

農(nóng)民工轉(zhuǎn)型

Zou was reelected as an NPC deputy in 2023. He became one of the 56 migrant workers that sat in the 14th NPC. The number marks a significant increase from 2008, when three migrant workers first made it into the country's national legislature.

2023年,，鄒彬再次當(dāng)選為全國(guó)人大代表，成為第十四屆全國(guó)人大代表中56名農(nóng)民工代表之一,。與2008年相比,，農(nóng)民工代表人數(shù)有了顯著增長(zhǎng)。2008年,，共有三位農(nóng)民工代表參會(huì),，這也是首次有農(nóng)民工代表進(jìn)入國(guó)家最高權(quán)力機(jī)關(guān)。

Much more poised and confident, the ardent advocate for migrant workers set out a higher vision in his new term from 2023 to 2028 -- helping migrant workers become professional skilled workers.

如今更加沉穩(wěn)自信的鄒彬,，這位熱心為農(nóng)民工群體發(fā)聲的代表,，在自己2023年至2028年的新任期內(nèi)設(shè)定了更高的目標(biāo)——幫助農(nóng)民工向產(chǎn)業(yè)工人轉(zhuǎn)型。

His efforts aligned with China's push to empower migrant workers.

他的建議與中國(guó)著力提升農(nóng)民工能力的舉措不謀而合,。

According to a guideline issued in 2024, China aims to foster approximately 2,000 national-level master artisans and 60,000 provincial- and city-level master artisans by 2035.

2024年印發(fā)的一份意見(jiàn)文件提出,，中國(guó)力爭(zhēng)到2035年培養(yǎng)造就2000名左右大國(guó)工匠和60000名左右省市級(jí)工匠。

Calling himself "a true beneficiary" of the country's rigorous reforms over the past years, Zou said: "This is an era in which everyone has the opportunity to shine."

鄒彬表示自己是過(guò)去幾年國(guó)家深化改革的 “真正受益者”,，他說(shuō)：“這是一個(gè)人人都可以出彩的時(shí)代,。”

At this year's legislative session, Zou prepared a suggestion for further upgrading traditional industries and improving the skills training system for workers, aiming to turn industrious blue-collar craftsmen into skillful technicians.

在今年的會(huì)議上，鄒彬準(zhǔn)備了一份關(guān)于進(jìn)一步推動(dòng)傳統(tǒng)產(chǎn)業(yè)升級(jí),、完善工人技能培訓(xùn)體系的建議,，旨在將勤勞的藍(lán)領(lǐng)工人轉(zhuǎn)型成為技術(shù)嫻熟的工匠技師。

"I hope that more migrant workers can have a stage to improve themselves," Zou said.

Over the years, Zou has witnessed changes in policies related to migrant workers and improvements of their work and lives. Their problems, such as medical care and schooling for their children, are being addressed step by step.

多年來(lái)，鄒彬見(jiàn)證了與農(nóng)民工相關(guān)政策的變化以及他們工作和生活條件的改善,。他們面臨的問(wèn)題,，比如醫(yī)療保障和子女上學(xué)等，都在逐步得到解決,。

"I have witnessed real changes," he said. "My goal remains the same -- to make migrant workers a respectable group with a sense of accomplishment and dignity."
